A Proclamation on National Family Week, 2024

My Dad taught me that family is the beginning, the middle, and the end.  It is everything.  During National Family Week, we celebrate the love shared by millions of American families, and we recommit to uplifting them, so that more families can build their American Dream together.

Since I came into office, I have been determined to give hardworking families a little more breathing room and a fair shot at achieving their dreams.  That work began with building an economy that would strengthen our middle class.  My American Rescue Plan kept millions of families afloat during the pandemic, ensuring they could stay in their homes and put food on their tables.  It also delivered the largest-ever Child Tax Credit, which helped tens of millions of working families with the costs of raising children and cut child poverty nearly in half.  My Bipartisan Infrastructure Law created jobs rebuilding our Nation’s infrastructure — from strengthening our roads, bridges, and ports to removing lead pipes from our homes and expanding access to high-speed internet.  My CHIPS and Science Act is revitalizing American manufacturing, and, throughout my Administration, we have created over 1.6 million manufacturing and construction jobs.  And my Inflation Reduction Act made healthcare more affordable for families, saving millions of them an average of $800 per year on their health insurance premiums.  It will also cap the cost of out-of-pocket prescription drug costs at $2,000 per year for seniors on Medicare, easing their cost of care.  And through my PACT Act, we are helping veterans exposed to toxic materials get the benefits they and their families deserve.  And today, incomes are up almost $4,000, after adjusting for inflation, ensuring families have the breathing room they deserve.

My Administration has also been working to ensure families have the support they need to thrive while keeping them safe.  I signed the Respect for Marriage Act, protecting the right to marriage for same-sex and interracial couples.  I signed an Executive Order that directed the most comprehensive actions of any administration in history to make high-quality child care and long-term care more accessible and support caregivers.  I took a slate of historic actions to prevent children from being placed into foster care and separated from their families without adequate justification.  And I signed the most comprehensive gun reform bill in nearly three decades to end the scourge of gun violence ripping apart our families and deliver historic funding to address the youth mental health crisis.

During National Family Week, may we hold our loved ones close, both the family that have been there since the beginning and the family we have made along the way.  And may we continue to fight for families — the heart and soul of our Nation.

NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim November 24 through November 30, 2024, as National Family Week.  I invite States, communities, and individuals to join together in observing this week with appropriate ceremonies and activities to honor our Nation’s families.

Readout of President Biden’s Call with President Macron of France

President Biden spoke today with President Macron of France on a number of global and bilateral matters. They reviewed developments in Ukraine as well as in the Middle East, to include efforts to secure a ceasefire deal in Lebanon that will allow residents on both sides of the Blue Line to return safely to their homes. They committed to remain in close consultation directly and through their national security teams.

FACT SHEET: Delivering for the International Development Association

This week, President Biden announced the U.S. intent for a substantial increase in the U.S. contribution to the International Development Association (IDA), the arm of the World Bank that supports the poorest and most vulnerable countries.  The United States will pledge $4 billion over three years to the ongoing IDA replenishment, subject to Congressional approval, sustaining the U.S. position as the largest historical donor to IDA and joining other countries that are stepping up to assist IDA recipients with critical, sustainable investments in their development.

Just as President Biden has championed a domestic economic agenda built around investing at home, he is determined to unlock the resources needed for developing countries to similarly invest in their futures.  High debt burdens, exacerbated by the COVID-19 pandemic and the food insecurity crisis fueled by Russia’s war against Ukraine, have put these critical investments out of reach for too many developing countries.  As a result, many countries are facing difficult choices between paying back creditors and making critical investments in their economy and people—like vaccinating children, building more resilient and sustainable food systems, and addressing the damaging effects of climate change.  At this moment of need, we need to scale up the amount of concessional finance available to these countries, while all other creditors need to step up to keep money flowing as well.

IDA is a key source of grants and highly concessional lending that provides net positive flows and helps to fill the investment gap.  It is the single largest source of concessional finance to the poorest and most vulnerable countries, and a vital provider of financing for countries with heavy debt burdens.  IDA offers support for policy reforms in conjunction with financing, with this replenishment sharpening the focus on boosting resilience by addressing the impacts of climate change, pandemics, and fragility and conflict, while continuing to invest in sustainable infrastructure, quality jobs, inclusion, gender equality, good governance, food security and nutrition, and access to basic services.  A strong IDA builds on the initiative that the Biden-Harris Administration has spearheaded to equip the multilateral development banks to help countries better address global challenges so that they can accelerate progress on reducing poverty and achieving the Sustainable Development Goals.

In addition to the U.S. pledge, President Biden is urging existing donors to follow his example by stepping up support and calling on new donors to start contributing.  The leaders of developing countries have been loud and clear in calling for more concessional financing.  IDA represents the most impactful opportunity for the international community to respond to this urgent request.

To complement his support for IDA, President Biden has pursued a bold agenda calling on the international financial institutions, bilateral creditors, and the private sector to step up support for countries with ambitious investment and reform plans that are unable to invest in their own futures due to debt service burdens.  President Biden outlined this agenda in the Nairobi-Washington Vision he launched with President Ruto of Kenya in May.  At the Rio Summit, he pressed the G20 to take action on this plan so that developing countries’ stepped-up investments supported by IDA and other multilateral assistance providers are not undermined by free-riding creditors.  As part of this strategy, the U.S. government is deploying its multilateral and bilateral tools to step up financing for countries with heavy debt burdens, providing a pathway for sustainable growth and development.

Remarks by President Biden Honoring the 2024 NBA Champions, the Boston Celtics

THE PRESIDENT:  Well, welcome to the White House.  (Applause.)  I don’t know — know any of these guys behind me, but they just showed up.  I don’t know where the hell they came from.  (Laughter.)

2024 NBA champions: the Bols- — you’re Celtics, right? —  (laughter) — the Boston Celtics.  (Applause.)  Not just any champion but the winningest franchise in league history, and now with a record 18 titles.  (Applause.)

Please have a seat, if you have one.  You don’t have to keep standing.  You may stand to stay warm, but — (laughter).

Let me just say, all of you may not know this, but my Secret Service name is “Celtic” — (laughter) — for real — because I’m Irish.  Everybody behind me is — is Irish in their heart.

I feel a special pride in this trophy.  From this old Irish Celtic to all you Celtics, congratulations.  (Applause.)  Con- — congratulations to the team ownership, players, coaches, staff, and family members, along with diehard fans, like the governor — Gov, stand — where are you, Gov?  Where’s the governor?  That’s it.  There you go, Gov.  (Applause.) 

The mayor, M- — Madam Mayor, stand up.  Where are you?  (Applause.)  All right.

And members of Congress, stand up.  All the members of Congress from the — not just Massachusetts but all of — (applause).  You’ve got half the damn Congress here.  (Laughter.)

You all know what the great Red Auerbach said?  He said, “Celtics aren’t just a basketball team.  They’re a way of life.”  “They’re a way of life.”

Passion.  Loyalty.  A first team mentally.  Full of heart, guts, and faith. 

We see it from you, the ownership group, the executives, the coaches — especially Coach Joe.  I used to like Joe — (applause) — Joe is the youngest head coach to win a title since the great Bill Russell.  (Applause.)  I told him I used to be the youngest; now I’m the oldest.  I liked being the youngest better.  (Laughter.) 

Laughs.)  Together — together, you guys built one of the deepest teams of all time: incredible players, led by Jayson and Jaylen and Derrick and Drew, Big Al.  (Applause.)

I know it wasn’t easy.  You came close more than once.  But you put in the work.  You clocked one of the greatest seasons ever: 64 wins, the best record in the league last year — (applause); more points per possession than any team in NBA history.  Ruled the playoffs, beating the Heat in five, the Cavs in five, and the Pacers in four.  (Applause.)  Then you dominated Dallas on both ends of the floor.  (Applause.)  And now, that 18th championship banner hangs in the rafters.  (Applause.)

With the start of the new season, you’re hungry for more. 

A total team effort that you show off the court as well, working across Boston through your foundations to fight injustice, to expand education, to register voters, to deliver health care to infants and moms, and so much more.  It matters, what you do.  It really, genuinely matters. 

So, let me close with this.  Something — I thought I knew a lot about this, but I was surprised to learn this today.  I didn’t realize that in 1963, President John F. Kennedy welcomed the Boston Celtics as the first NBA champions to visit the White House ever — first time.  It’s part of that wonderful dit- –tradition, celebrating the power of sports to bring people together.  It’s a tradition that I’ve honor- — I’ve had the honor to continue. 

No matter the sport, what these champions all have in common are core values, and I mean this sincerely: hard work, teamwork, respect, the knowledge that no one of us is ever as good as all of us can be when we’re together — (applause) — that when we get — when we get knocked down, we get back up.  As my dad would say, “Just get up, Joe.  Get up.” 

Character to keep going and keep the faith, that’s the Celtic way of life.  That’s sports.  And that’s America. 

As we celebrate Thanksgiving next week, that value set is something truly to be grateful for in America.  We just have to remember who we are.  We are the United States of America, and there’s nothing — nothing beyond our capacity when we do it together.  And I mean that for certain.  (Applause.)  

So, God bless you all.  God bless you all.  And may God protect our troops.

We hope to demonstrate through what we do not only how to win basketball games on the court but how to make a difference and achieve your dreams.  We’re trying to show the people of the world that with, as you referenced, the teamwork, hard work, mutual respect, and integrity, you can achieve anything. 

We try to take that principle into not only our basketball games but into the community.  This group s- — supports meaningfully close to 2,000 charities a year in the Boston community and nationally and internationally.  So, thank you all for doing that.  (Applause.)

Statement from President Joe Biden on Warrants Issued by the International Criminal Court

The ICC issuance of arrest warrants against Israeli leaders is outrageous. Let me be clear once again: whatever the ICC might imply, there is no equivalence — none — between Israel and Hamas.  We will always stand with Israel against threats to its security.

MS. JEAN-PIERRE:  Hi.  Good afternoon, everybody. 

Q    Good afternoon.

MS. JEAN-PIERRE:  Oh.  Sorry, fixing — fixing the podium — or the lectern. 

Q    Thank you.

MS. JEAN-PIERRE:  I know.  I know. 

Q    It matters.

MS. JEAN-PIERRE:  It matters.  I know it does.  I know. 

Okay.  So, on Monday afternoon, President Joe Biden and first lady Jill Biden will travel to the U.S. Coast Guard Sector New York for a Friendsgiving dinner with the service members and military families as part of the first lady’s Joining Forces initiative to support military families. 

This year’s dinner, hosted by the Robert Irvine For- — Foundation will be prepared by Chef Robert Irvine and his team. 

The U.S. Coast Guard Sector New York is home to over 500 active-duty members and their family members, and represents the largest military presence in New York City.

During their visit, the president and the first lady will thank service members and their families and help serve Thanksgiving meal. 

This is an annual tradition that is very special to the president and the first lady.  They look forward to yet another Friendsgiving dinner with some of the men and women who serve our country and their families who sacrifice so much for our communities. 

And on a related note, as Americans prepare for Thanksgiving, there’s one more thing to be thankful for: much-needed relief at the grocery store and the gas pump. 

For the second year in a row, the average cost of a Thanksgiving meal is falling and many grocery chains are offering deals for the holiday.  According to the American Farm Bureau, the average price of the typical Thanksgiving dinner fell 5 percent, with turkey prices down 6 percent. 

And as more Americans are getting ready to travel to see family members and loved ones, the price of gas has fallen to its lowest point in more than three years.  Prices at the pump are down about 25 cents per gallon compared to this time last year and below $3 per gallon in almost 30 states. 

There’s more to do, and we’re fighting to further lower costs and grow the middle class.  President Biden will continue to use every tool available to help American families put food on the table and keep money in their pockets. 

And as you all know, the first week of December, the President will travel to Angola, where he will meet with President Lourenço, recognize Angola’s role as a regional leader, and underscore the true transformation of U.S.-Angola relationship.

Together, the United States and Angola are working to address a full spectrum of — of pressing challenges, from narrowing the infrastructure gap in Africa and growing economic opportunities and sustainable development in the region to expanding technologies and scientific cooperation, bolstering peace and security, strengthening food security, and — among others. 

While there, he will also meet with the African — with African and private-sector leaders and reaffirm U.S. partnership across a host of high-priority issues, including security, health, and the economy. 

As you all know well, President Biden has made revitalizing our international alliances and partnerships a key priority, recognizing that today’s challenges require global perspectives and collective responses.  The visit reflects his promise to visit the continent during his term, which he made at the U.S.-Africa Leaders Summit.  And we will have more to share in the days ahead.

With that, Colleen, it’s good to see you.  I feel like it’s been a while. 

Q    You too.  I know.

Karine, can you talk about the decision to loosen restrictions on long-range — long-range — excuse me — weapons for Ukraine?

MS. JEAN-PIERRE:  So, just a — a couple of things there that I do want to add is —  I want to be really clear: I’m not going to get into specifics about Ukraine’s operation from the podium today.  That is not something that we’re going to do, and that’s not something we normally do. 

What — what I will say is something — I’ll just reflect on something that the national security advisor, Jake Sullivan, said earlier this week, which was the major escalation we’re seeing is that Russia has gone to another country from another part of the world.  North Korea brought in thousands of their troops to the front lines and have added them into this war. 

This is a significant change and one that we warned the Russians about before they did it.  We continue to talk to our allies and partners about this.  And when it — as it relates to any operations on the ground, this is something for the Ukrainians to speak to directly.

Q    Just staying on Ukraine for a second.  With regard to escalation, is there concern that, you know, Putin changing Russia’s nuclear rules is sort of suggesting that the president’s initial instincts on — on, you know, allowing long-range missiles in — further into Russia could amount to a deescala- — or, sorry, a dangerous escalation of the war if he’s right —

MS. JEAN-PIERRE:  I mean, look, this is —

Q    — or wasn’t right?

MS. JEAN-PIERRE:   And just to kind of reiterate what the national security advisor said — right? — and you’ve heard this from other members of the NSC team, which is the escalation, at every turn, at every step, is coming from Russia.  They’re the ones who are escalating this.  They’re the ones who started this war.  It is because of their aggression into a sovereign territory: Ukraine. 

And this war can end today, and you hear us say this over and over again — it can — if Russia would stop, the war would stop — what they’re doing with their aggression. 

So, this is an aggression from their side, and we’ve been very clear about that.  You just heard me lay out a couple things that the national security advisor said just earlier this week — what they’re doing: thousands of troops from another country that is now part of what Russia is doing with their aggression into Ukraine. 

So, this is their aggression — not Ukraine’s, not ours.

Go ahead.

Q    Just to follow up here.  For a long time, the White House argued that using these long-range ATACMS missiles into Russia to attack targets inside Russia would escalate the war, would be — would really invite retaliation. 

So, why now?  Why change the policy now?

MS. JEAN-PIERRE:  I’m not going to get into specifics.  I’m just not going to get into specifics about Ukraine’s operations, not something that I’m going to do today.

But I want to be really clear —

Q    But I guess I’m asking about the specifics of the — of the White House’s decision to change policy.

MS. JEAN-PIERRE:  I — I’m just telling you that I’m not going to get into specifics from here from the podium.  I’m going to be very clear about that.

And what I — I’ve said is: When you’re thinking about bringing in thousands of troops to the front lines to add to the war — right? — these are North Korean troops, as you know — that is the aggression from Russia’s part.  That’s their aggression.

And we’re going to continue to be there for Ukraine.  This is a president that has led on making sure Ukraine has what it needs on — on the battlefield.  He’s the one that rallied countries — more than 50 countries to make sure that Ukraine got what it needed. 

But when we’re talking about aggression here or we’re talking about escalation — pardon me — more so escalation — this is Russia’s — Russia is the one who’s been escalating every step of the way — every step of the way here.

Q    And so, if I’m hearing you right, it was that escalation —

MS. JEAN-PIERRE:  I —

Q    — the North Korean troops —

MS. JEAN-PIERRE:  No, I wouldn’t —

Q    — that was the —

MS. JEAN-PIERRE:  No, I’m not — I’m not — I’m not saying that.  I’m saying that I’m not going to get into specifics about Ukraine’s operations from the podium today.  You asked me about escalation, and I’m being very clear where the escalation is coming from, but I’m not going to get into specifics. 

Q    And then two more months left in this administration.

MS. JEAN-PIERRE:  Yeah.

Q    Are there new goals or — or definite goals that the president has in — in how to support Ukraine in these final two months?  Realistically, what difference can he make —

MS. JEAN-PIERRE:  Yeah.

Q    — in these last two months of his term?

MS. JEAN-PIERRE:  I mean, look, I think the president has made a whole lot of difference. 

Let’s not forget, as — before Russia invaded into Ukraine, the president was the one that warned about that happening.  He was the one, and we were able to share that information with Ukraine.  He’s the one that made sure that NATO was stronger, the NATO Alliance was strengthened.  He led that effort.  He is the one that helped rally more than 50 countries to get back to Ukraine. 

Let’s not forget — and you all reported this — within days, we had — we were hearing over and over again, with the day — within days, Kyiv would fall.  We were hearing that over and over again.  And today, because, yes, of this president and what he’s been able to do but also the bravery of the Ukrainians, they continue to fight.  They continue to fight on. 

And so, the president, in September, as you all know — we’ve talked about this from the podium — talked about surging — like, surging the — the security assistance.  We made an announcement yesterday about the — kind of, the next — the next assistance that we were providing.  And we’re going to continue to do that — surge that assistance, make sure that Ukrainians have what they need on the battlefield to push back against Russia’s aggression. 

Go ahead, Nancy.

Q    Thanks.  A couple questions about that aggression.

MS. JEAN-PIERRE:  Yeah.

Q    Has the U.S. determined that Russia used a ballistic weapon last night in retaliation for the U.S. authorizing the use of ATACMS by the Ukrainian government?

MS. JEAN-PIERRE:  So — so, a couple of things.  So, obviously, we are aware of Russia’s launch of — of an intermediate-range ballistic missile against Ukraine.  Ukraine has withstood countless attacks from Russia.  We have seen that repeatedly over the past more than two years now.  We briefed Ukraine and our close allies, partners in recent days to help them prepare. 

And as the president announced earlier this year, the United States is providing Ukraine with hundreds of additional Patriot and AMRAAMs missiles to strengthen its air defense.  Many of these are — air defense missiles have been delivered already as a consequence of that — president’s decisions to divert air defense exports to Ukraine.  And deliveries of additional air defense missiles to Ukraine are ongoing.

And as I just stated, the president, in September — on September 29th, to be more exact — he talked about surging continued assistance — security assistant [assistance] to Ukraine.  And so, we’re going to continue to do that.  And that is going to — to make sure they’re strengthening their capabilities, including air defense, and put Ukraine in the best possible position on the battlefield. 

And just yesterday, as I mentioned moments ago, we were able to announce another security assistance.  And so, that’s going to continue.  And so, we will not be deterred here.  We are going to continue to make sure that the Ukrainians have what — what they need on the ground. 

Q    Now that Russia says that it is changing its nuclear doctrine to essentially lower the bar for when it can use nuclear weapons, does the U.S. need to change its nuclear posture as well?

MS. JEAN-PIERRE:  So, let’s not forget, we said earlier this month that we were not surprised by Russia’s announcement that it would update its nuclear doctrine.  And so, Russia has been signaling its attempt to update its doctrine for several weeks.  And observing no changes to Russia’s nuclear posture, we have not seen any reason to adjust our own nuclear posture or doctrine in response to Russia’s statements. 

So, this is more of the same irresponsible rhetoric that we continue to hear from Russia, which we have seen for the past more than two years now — if you think about their aggression, their war against Ukraine. 

And so, look — and I talked a bit — I’ve talked about it a little bit moments ago — about the use of — of DPRK soldiers in combat operations against Ukraine.  It presents a significant escalation of its war. 

Again, they are the ones — “they” meaning Russia — are the ones that are escalating this war.  And so, we are not going to be ter- — deterred here.  We’re going to continue — we’re going to certainly continue to — to be there for U- — for the — the brave people of Ukraine.

Q    Have U.S. officials been able to determine what Russia is giving North Korea in exchange for North Korean soldiers fighting in this war?

MS. JEAN-PIERRE:  So, I’m not going to certainly get into specifics on that.

What I can say is what we have been very clear about is our determination to be very clear here about our — our continued support for — certainly for — for the Ukrainian people as they continue to deal with this aggression, this escalation from — from Russia. 

And so, we have said that we’re certainly concerned about Russia’s decisions.  We see it as — as it being born out of desperation, what they’re doing.  And — and it’s born out of desperation because they are — now are seeing high casualties — right? — the Russians are.  And — and so, now what they’re doing is they’re turning to DPRK to supply them soldiers to continue their brutal war against Ukraine. 

And so, look, it’s not going to deter us.  They’re the ones escalating.  We’re going to continue to provide support to the Ukrainians as they continue to push back against Russia’s aggression.  That doesn’t — that is not going to stop us from doing that.

Q    Karine, does the White House have any reaction to Matt Gaetz withdrawing his name for consideration to be the next attorney general?

MS. JEAN-PIERRE:  So, what I’ll say is — and we’ve been pretty steadfast on being consistent here — not going to comment on every personnel matter or personnel matters here that the president-elect is deciding or is nominating people for — at these respective agencies.  We really, truly want to respect the transfer of power.  We want it to be efficient.  We want it to — to happen in a way that the — the American people deserve, and that’s what we’ve been trying to do.  And we believe that is very much part of our democratic principle, and that’s what you’re seeing this president do and lead by example.

More broadly — as we talk about the Department of Justice more broadly, look, the president has said when it comes to investigation, that department should be independent.  There should be no partisanship.  There should be no loyalty to one party or the other.  The loyalty should be to the Constitution, and the loyalty should be to the rule of law.  And that is something I believe and we believe the president has led also, on that particular issue, by example.

Q    And then on that topic, our understanding is that the Trump transition team hasn’t signed the MOUs that are outstanding still.  Is there any update that you can provide on your end?  Any progress there?  Or is there concern now —

MS. JEAN-PIERRE:  Yeah.

Q    — about how that may impede some of that transfer of power you’re talking to?

MS. JEAN-PIERRE:  Yeah.  And so — and, look, as you know, the president, President Biden, met with the president-elect to show that transition of power and obviously offering any assistance needed to make sure that happens in a way that is peaceful, obviously, and efficient.  And so, that was one part of it.

Our teams continue to stay in touch.  As of now, to your point, the Trump-Vance transition team has not yet entered into the agreements with the White House and the General Service Administration.  And, as you know, the chief of staff, Chief of Staff Jeff Zients, here has reached out to the — the cochairs and have co- — consistently reiterated the — the wanting to work together in making sure that they have what they need.

So, we’re going to continue to engage with the Trump transition team to ensure that we do have that efficient, effective transition of power.  And in those conversation, we certainly are stressing that the White House and the administration stand ready to provide assistance and that access to services and information certainly outlined in the GSA and the White House Memorandum of Agreement — those MOUs. 

So, those conversations continue, and we want this to go smoothly, and that’s what we’re trying to get to.

Q    And just finally —

MS. JEAN-PIERRE:  Yeah.

Q    — what is the White House view on Speaker Johnson saying that he will bar transgender women from —

MS. JEAN-PIERRE:  Yeah.

Q    — using Capitol bathrooms, as something that Congresswoman Nancy Mace has clearly raised in regards to Representative-elect Sarah McBride?

MS. JEAN-PIERRE:  So, I would — when I think about that question, I think about what the congresswoman-elect said and — who, as you know, the president has a close relationship with and is very proud of her.  And what she said is “I’m not here to fight about bathrooms.  I’m here to fight for Delawareans and to bring down costs facing families.” 

And we agree with her.  We think that’s incredibly important: to focus on the American people.  Obviously, for her, it’s Delawareans who she represents.

And so, again, the president is proud of her.  I’m not going to — I’m not going to add to that.

Q    Has he called her in recent days over this (inaudible) —

MS. JEAN-PIERRE:  I don’t have — I don’t have a conversation to speak to.  As you know, they did — they had a moment to speak on the — the night of the election.  He was able to call her and congratulate her.  I don’t have anything else to add, but I think her words speak volumes.

Q    Thanks, Karine.  U.S. prosecutors charged Indian billionaire Gautam Adani over his role in an alleged bribery scheme this week.  Is the administration concerned that this will damage U.S.-India relations, especially given the recent case with a former Indian intelligence official being charged in an assassination plot aimed at a U.S. citizen?

MS. JEAN-PIERRE:  So, obviously, we’re aware of these allegations, and I would have to refer you to the SEC and DOJ about the specifics of those — of those allegations against the Adani Group. 

What I will say is: On the U.S. and India relationship, we believe that it’s extremely — stands on an extremely strong foundation anchored in — in ties between our people and cooperat- — and cooperation across a full range of — of global issues.

And so, what we believe and we’re confident about is that we’ll continue to navigate this issue, as we have with other — with other issues that may have come up, as you just stated.  And so, the specifics of this — this is something that SE- — SEC and DOJ can speak to directly.

But, again, we believe that we are — this has been that — this relationship between India and the U.S. has been built on a strong foundation.

Q    I wanted to ask you also about the ICC’s issuing —

MS. JEAN-PIERRE:  Yeah.

Q    — arrest warrants for several top officials, including Netanyahu, over Israel’s conduct in this war.  I know that the U.S. rejected this decision. 

MS. JEAN-PIERRE:  Yeah.

Q    Does the administration see this ruling as a threat to Israel’s ability to defend itself? 

And also, Republican Senator Lindsey Graham is calling for the Senate to sanction the ICC after this decision.  Is that a measure that the White House would support or is there —

MS. JEAN-PIERRE:  Yeah.  So, a couple things.  Let me just say, because this is the first time I’ve had an opportunity to speak to this at the podium, so let me just say more broadly that we fundamentally reject the court’s decision to issue arrest warrants for senior Israel officials.  We remain deeply concerned by the prosecutor’s rush to seek arrest warrants and the troubling process errors that led to this decision.

The United States has been clear that the ICC does not have jurisdiction over this matter.  You’ve heard us say this before.  Whatever this prosecutor might imply, there is no evidence — none — between Israel and Hamas.  There’s just none.

In coordination with partners, including Israel, we are discussing, certainly, those next steps, what that’s going to look like. 

And to your question about sanctions, that’s basically — kind of just answered it in that last — last part of what I said.  We are in consultation with our partners and also in- — which include Israel, about our next steps.  We fundamentally, fundamentally reject that the ICC has jurisdiction over the situation.

And so, that’s something that we’ve been pretty clear about, and we’ll continue to do so.

Q    Thanks, Karine.  At this point, with two months left in the administration, does the White House see a real value in President Biden directly engaging with members of the press?

MS. JEAN-PIERRE:  Oh, absolutely.  Yes.  Look, I think we have worked really hard — and I — and I hope you all have seen this — to make sure that we brought back the norms that was taken away from our — our predecessor on how we engage with the press. 

The president respects the freedom of the press, and he actually enjoys g- — engaging and going back and forth with all of you.  And that is something — and he’s done that extensively, and that is certainly something that he’s going to continue to do. 

We have — what? — less than 60 days — I think you just said two months — left.  That is plenty of time for the president conti- — to continue that engagement.  He will. 

And, you know, this — this is something that we respect: you know, bringing back the norms, working with the White House Correspondents’ Association, making sure that we have that healthy back-and-forth with — you know, with — with the press corps. 

And so, we believe it is important when the president engages with the press.  He’s done, I believe, more than 50 interviews just this year alone.  He’s t- — he’s taken hundreds of questions in his back-and-forth with all of you, and that’s going to continue.

Q    If all of that is true —

MS. JEAN-PIERRE:  Yeah.

Q    — why, on a six-day foreign trip where the president obviously had a robust American press corps traveling with him, did he not have a single engagement, whether it is a press conference or maybe just speaking on the tarmac or really anywhere, where he took questions from the press? 

MS. JEAN-PIERRE:  I mean, as you all just st- — stated and wrote about, the G20 and APEC was his last opportunity to deal with some of these world leaders that he has built a close relationship with, has some of — some — some of them he’s known, certainly, more than his almost four years in — in this office.  And so, he truly wanted to spend time engaging and — and listening, having that one-on-one engagement that the president believes in and trusts in. 

And so, he wanted to spend time doing that.  And so, that’s what you saw the president do.  And I get it.  I — I get that you all want to hear from the president.  I — I get that.  I understand that.  And I’m not saying that you won’t.  You will.  He will certainly continue to engage with all of you. 

And it is — when I say it’s something that he actually enjoys doing, it is.  He enjoys having the back-and-forth with all of you, and that’s going to continue.

Q    Just to be clear —

MS. JEAN-PIERRE:  Yeah. 

Q    — you mean the explanation is that he, on this trip, was extra busy meeting with world leaders because this is one of his —

MS. JEAN-PIERRE:  Well, what I —

Q    — you know, last big foreign —

MS. JEAN-PIERRE:  — what I’m saying is, as you know, this was one of his last opportunities to speak to many of these leaders.  There were 20 leaders at the G20; more than 21 — or about 21 leaders at APEC.  And so, he wanted to spend that time, certainly, doing what he normally does at these conferences, obviously, but — but also, you know, speaking directly to them as one of his final times as president.

And, again, putting that aside, I think your question was do we believe that he should engage — some version of that.  If — I apologize if I’m not quoting you directly.  Yeah, we think it’s important for him to engage with the press.  He thinks it’s important to engage with the press, and that’s going to continue.  It is. 

You — the p- — you will hear from the president, have an opportunity to do those back-and-forths that you normally have done with him. 

Q    This is related but separate from —

MS. JEAN-PIERRE:  Yeah.  Sure.

Q    — just the trip itself.  It — it’s been t- — you know, more than two weeks since the election.  This was an election that elected a man that President Biden has repeatedly referred to as an “existential threat.”  So, why is it that the American people have not heard President Biden talk about this threat since the election?

MS. JEAN-PIERRE:  Because there was an election and the American people spoke.  The will of the American people were very clear, right? 

And so, the president is now in a situation where we have to deal with a peaceful transfer of power.  We have to respect the will of the American people, and that’s what you have been seeing from this president: trying to lead by example to make sure that that happens. 

And that’s what the American people deserve.  That’s what the president deserves.  And that’s what I think he was very clear about in the Rose Garden when he delivered his remarks two days after the election.  And he said — he was very honest.  He said these — you know, and, again, I’m — I’m not quoting him exactly — but these were not the results that we had wanted, right?  And that’s just being honest.  They weren’t. 

But we are now in a position where we — he believes he has to lead by example and show what a peaceful transfer of power looks like.  And so, that’s what you’re seeing from this president. 

And, you know, to the points that you made — you know, I’ve been asked about “existential threat.”  I’ve been asked about “threat to our democracy.”  The president is always going to be honest with the American people.  He feels like he is obligated.  What he said still stands, but we are now in a different place.  We are.  The American people spoke.  They deserve a peaceful transfer of power.  That’s what this president wants to do. 

Q    But does he have a message for people on what they should do about this existential threat, I — assuming that he —

MS. JEAN-PIERRE:  Yeah.

Q    — still believes Donald Trump —

MS. JEAN-PIERRE:  Yeah.

Q    — is an existential threat?

MS. JEAN-PIERRE:  His — look, his — his thoughts and what he said — his — his thinking on that has not changed.  It has not.  And I think he was very clear about what he believes should have been done or how we should move forward.  How — you know, he was very clear during those moments that he spoke about it.

Right now — right now, he wants to lead by example and talk and show the American people what it looks like to have an efficient, effective transfer of power.  And he believes that is what the American people deserve.  And I’m just going to leave it there for now.

Q    Yeah.  Thanks, Karine.  President-elect Trump, this week, confirmed he intends to declare a n- — national emergency and use U.S. military to pursue mass deportations of undocumented immigrants.  Does the president believe this is an appropriate use of the military?

MS. JEAN-PIERRE:  So, look, I — I’m not going to go into what the state attorney — attorney general or state elected leaders might do in the future as a response to this next administration’s policy, how they’re going to move forward.  I’m not going to do that. 

What I can speak to is our administration is certainly — is focused on arresting dangerous criminals and threats to public safety.  We do not believe — we do not believe in separating families. 

And what I can speak to is what we have been able to do and what — how — how that has worked out.  Right?  In our remaining time, we’re going to continue to — to fight to secure our border. 

Since the administration took strong actions back in June, encounters have dropped by more than 55 percent and are lower than they were four years ago.  So, what we’re going to do is we’re going to continue to enforce our laws; remove individuals who do not have a legal basis to be here, to remain in — in the U.S.; and — and we’re going to do that while making sure we’re treating people with dignity that they deserve.  We —

Q    And with that — with that said —

MS. JEAN-PIERRE:  Yeah.

Q    — I mean, does the president, though, have concerns about using the military to — to carry out —

MS. JEAN-PIERRE:  I — no — 

Q    — you know, Trump has talked about these mass deportations.

MS. JEAN-PIERRE:  I hear — I heard your question. 

Q    Yeah.  Yeah.

MS. JEAN-PIERRE:  You’re just repeating the question —

Q    That’s true.  I did.

MS. JEAN-PIERRE:  — that you just asked me.  (Laughter.)  I hear that.

Q    I figured I’d say it again.  You know, it’s a —

MS. JEAN-PIERRE:  I know.  I hear you.  I appreciate the effort.  I — I don’t want to get into what attorney generals or other elected officials might do in the future.  What I’m going to stick to is what we’re doing right now and what we are going to continue to do in the next less than 60 days in this administration.

Q    Thanks, Karine.  Yesterday, the president met with North Carolina Governor Roy Cooper to talk about the ongoing disaster recovery down there, and state and local officials were there as well. 

The administration this week — the president has asked Congress for about $100 billion for disaster relief — emergency disaster relief.  How does the White House want to see that get done?  Do you want to see that done quickly as a stand-alone bill or later as tied up with the government funding that’s likely expected later in December? 

MS. JEAN-PIERRE:  So, what we want is Congress to act — to   — we’re going to continue to urge Congress to act quickly to pass a supplemental funding package to assist communities obviously impacted — recent hurricanes and other disasters. 

And what we have seen and what we know when we’ve seen these types of previous — previous natural disasters in the past, we’ve seen Congress come together in a bipartisan way to get that done, to help out communities in crisis. 

And so, that’s what we want to see.  That’s what we look forward to working with congressional — with our congressional partners in delivering that for — for American people, for the folks, again, who are in crisis, who need that — who need that additional funding. 

And so, obviously, you saw the — the letter from OMB, and so, certainly, they can go into more details and specifics of the breakdown of our ask.  But that’s how we want to see it move forward. 

Q    Would you say this is the top legislative priority right now for the president in this lame-duck session?

MS. JEAN-PIERRE:  So, I think — I think in — right after the election, I talked about four or five legislative priorities.  Obviously, this was one of them.  Getting our judicial — our — we think our very qualified judicial nominees through was a — is a prior- — the NDAA is a priority as well.  So, we have a couple of — of key priorities that we want to work with our congressional partners on getting through, and this is certainly one of them. 

And, you know — again, you know, FEMA has — has the money to — to respond to Hurricanes Helene and Milton, and that’s assuming there’s no new large, obviously, hur- — hurricanes or a natural disaster. 

But, as you know, when it comes to SBA, that funding is fully exhausted.  And w- — you have, you know, this — that type of funding is critical to businesses, homeowners, and renters.  And they really rely on that — on that funding, that SBA funding to certainly deal with recovery and rebuilding. 

So, there are — there’s a real need here, a real urgency.  And so, we’re going to work with con- — congressional members to get that done. 

Q    Did — did he hear a dire message yesterday from those North Carolina officials?

MS. JEAN-PIERRE:  Look, I think they’re trying to recover and rebuild.  And I think that they were devastated by the hurricane, as we all know.  I think some of you were able to — to come with us on that trip, whether if it was us or with the vice president, and you saw what they — what they have to deal with here: devastated by — devastated by the hurricane.

So, I’m sh- — I don’t want to speak for North Carolina, but certainly there is an urgency.

I would refer you to, obviously, the North Carolina governor, Governor Cooper, on this particular question.  But we saw how devastated they — they were from this hurricane. 

And it is important — it is important — it doesn’t matter if you’re a — you hear it from this president: It doesn’t matter if you’re a red state, blue state, rural — if you’re a part of — a part of a rural America, urban America, all American people deserve to have the assistance that they need when — especially when a crisis like this hap- — occurs.

AIDE:  Karine —

MS. JEAN-PIERRE:  Go ahead.  Okay.  Go ahead.  Go ahead. 

Q    Thank you.  Can you detail how the White House is thinking about clemency in these last two months?  Is there a process for how those pardon decisions are going to be made, and is the president expecting to make any sort of statement with the pardons he does in the next two months?

MS. JEAN-PIERRE:  So, look, the president has certainly been committed to reforming the criminal justice system and has done that through clemency authority in a manner that provides second chances, ensures equal justice under the law, and strengthens public safety.  And so, he’s going to continue to elevate clemency petitions in a thoughtful and deliberate manner. 

I’m — I’m not going to get into specifics here on that process, but he — again, he’s going to do this in a way that — that he believes is the right way to — to move forward.  But I just don’t have anything about the process and — and getting into the nitty-gritty of this, but I think you’ve seen how the president has treated this over the last almost four years.

Q    Thank you.  I have a question about Venezuela, but first on Brazil.  The Federal Police have just indict — indicted former President Jair Bolsonaro for an attempt coup d’état after he lost the elections in 2022.

MS. JEAN-PIERRE:  Yeah.

Q    Does the U.S. has a react- — have — do you have a reaction from this? 

MS. JEAN-PIERRE:  Yeah.

Q    And did the president discuss this when he met with President Lula da Silva in Brazil?

MS. JEAN-PIERRE:  So, I have not spoken to our teams about this, so I would have to connect with them.  I don’t have a response.  I — I want to make sure I give you the right response.  I don’t have a response. 

And also would — you know, we can talk about this after the briefing.  What’s your — what’s your next question?

Q    On Venezuela.  The U.S. recently called, for the first time, “president-elect” the opposition leader, Edmundo González.  And I was curious a little bit about the timing, if it has something to do with the inauguration in Venezuela.  It is January 10th.  What message is the U.S. trying to send with this?

MS. JEAN-PIERRE:  So, I would say, since July, it has been clear to us — the United States, to democratic nations around the world, and to independent international organization that observe the July 28th elections — that opposition candidate Edmundo Urr- — Urrutia won the most votes, and we said this repeatedly.  You’ve heard me say it a couple times at the podium, and so we’ve been pretty — pretty consistent about that.  Winning the most votes makes him what?  The president-elect.  And so, that’s what we believe. 

It does not change our position at all.  We, the Uni- — United States, currently recognize the democratically elected 2015 National Assembly as the legitimate government of Venezuela, and so we do not intend to change that posture during this administration. 

And, again, the people spoke.

Q    But even though it doesn’t change the position of the United States, it has been four months since the July elections.  So, why now?  Why — what did you see that made you make this decision about why it’s happening?

MS. JEAN-PIERRE:  Look, it should be up to the people, and it was.  And that’s what we saw on July 28.  And we were very clear about that.  We were clear about that. 

And so — and, again, when you win the most votes, that means — in this instance, obviously, that makes him the president-elect.  But we’ve also been very — I think very consistent on saying what we saw on July 28th and that the American pe- — the — pardon me — that the people — the people in Venezuela spoke.

Q    Thanks, Karine.  Just quickly following up on M.J.’s questions. 

MS. JEAN-PIERRE:  Yeah.

Q    Have you spoke- —

MS. JEAN-PIERRE:  Which one?

Q    (Laughs.)  They sort of grouped together.

Q    Have you spoken to your named successor?  And if so, what advice do you have for her?

MS. JEAN-PIERRE:  Oh.  Oh, I didn’t know that was where you were going.  (Laughter.)  “Following up.”  I didn’t see — I didn’t think it was that follow-up. 

Look, you know, I’m not — again, I’m go- — not going to speak to every — every personnel pick — specific personnel pick. 

I — I’m going to reiterate a little bit of what I just shared with M.J., which is that, you know, over the past four years, we have been — we have done the best, I think, to stick to expected norms of the office.  We’ve had over 500 briefings from this podium, with gaggles also on Air Force One and abroad.  And, you know, we hope that they will continue to answer the questions of the American people.  That’s what we hope. 

And I will just add that, you know, I’ve not — I have not spoken to my successor.  What I will say is that I certainly wish her luck.  And this was a great job, and it is an honor to speak on behalf of the president of the United States.  It is a privilege, and it is something that I am very proud to have done for almost four years.

Q    Karine, two questions.  One follow-up on the person who’s going to take your place.

MS. JEAN-PIERRE:  Oh, goodness.  (Laughter.)

Q    When Donald Trump was president the first time, there was a period of time where we had no press briefings.  In the space that you’re in, in this moment, and have been in for a while, do you believe it’s significant in this moment in time for the American public to hear from the spokesperson on a daily basis, or do you believe that the president can do it himself?

MS. JEAN-PIERRE:  Look, I’m not going to — to speak how any admingin- — administration decides to do the business of the American people, how they decide to communicate with the American people. 

What I can speak to is what we’ve tried to do, which is bring back the norms of how this all works, how we communicate with the press, and we’ve tried to do this in a very respectful way. 

I’ve mentioned, we’ve done more than 500 briefings, proudly.  Some have been tough.  (Laughs.)  Some have been tougher than most, if you will.  But it is — it is a privilege to stand at this lectern to — it is — behind this lectern, at this podium.  It is a privilege.  It is a privilege to speak for this president.  It is a privilege to actually talk about what we’re doing, to you and to the American people.  

I can’t speak to what th- — what any administration is going to do.  I’m not going to look into the future. 

What I can say is what we have been committed to: the freedom of the press, respecting the press, having tough back-and-forths.  But this is what democracy is all about. 

Q    And lastly, on Africa. 

MS. JEAN-PIERRE:  Yep.

Q    The last Republic- — the last Republican president to travel to Africa was George W. Bush.  And since Bill Clinton, except for Donald Trump, every president has traveled there.  Is there a concern that with all of this — these last four years, having the vice president and the secretaries and now the president go to Africa to highlight the importance of the continent on so many levels, is there a concern that you will lose ground in the next couple of years because Donald Trump didn’t go last time, and he’s said some very harsh words about sub-Saharan Africa before?

MS. JEAN-PIERRE:  Again, I’m not going to — I have no idea what the next administration is going to do — really, I — truly.  I mean, I — I don’t know what they’re ex- — going to execute.  I don’t know how they’re — what they’re going to do. 

What I can say is the president is going to Africa because he made a commitment.  You saw his commitment to the continent when he had the leaders of the — the African leaders here about almost three years ago now, I believe, maybe f- — yeah, maybe a little bit longer.  And he did that because we believe there are shared interests between the continent, the countries, obviously, and the U.S and wanted to continue to transform those relationships — right? — and work on those relationships. 

And so, that’s what you’re going to see from this president the first week of December when he goes to Angola. 

I will add that this president believes in respecting people.  Again, it doesn’t matter where you come from.  It doesn’t matter if you voted for him or not.  He respe- — he re- — he believes every American has an opportunity to be uplifted, to have opportunities to have a better life for themselves.  That’s why he believes in this country, what this country is founded on, what this country is all about: getting opportunities; being able to — you know, to — to live that American dream, whatever that — however that is defined for you. 

And so, that is something that this president will always respect, not just as president but moving forward.  And obviously, he did that as vice president and senator.  And so, that’s what I can speak to, and that’s what he’s going to continue to do. 

And there’s a lot of things that we’re going to cover in Angola — right? — whether it’s infrastructure; growing ec- — economic opportunities; tech- — expanding technology.  There’s a lot to talk about, a lot of shared interest.  And so, we’ll have more to share, certainly, on his trip to Africa.

Q    Firstly, on M.J.’s question/comment.

MS. JEAN-PIERRE:  M.J., you’re so popular today.  (Laughs.)

Q    I was on the South America trip, and I just wanted to note —

MS. JEAN-PIERRE:  Yeah.

Q    — if your explanation was that he was engaging with leaders, there was quite a bit of downtime and, of course, opportunities on the tarmac, which he has used before the election.  So, I don’t know that re- — that really explains —

MS. JEAN-PIERRE:  I mean —

Q    — why he didn’t —

MS. JEAN-PIERRE:  I — I appreciate that you don’t appreciate my explanation,  but what I’m saying to you is that the president is go- — is looking forward to engaging with you all in less than 60 days.  He’s done it extensively.  It’s not going to stop.  And he will do that — he will continue to engage with all of you and take your questions. 

He’s done, I believe, more than 600 back-and-forths with you all this year alone.  Done more than 50 interviews.  That’s not going to stop.  It’s not.  He’s going to engage.  And I’ll just — I’ll just leave it there.

Does the administration have a prevailing theory on how the undersea cables in the Baltic Sea were damaged, and do you think that China may have been responsible?

MS. JEAN-PIERRE:  I’m just not going to get into any type of theories from here.  I will let, you know, the NSC team respond to that directly.  I’m just not going to get into speculation from here.

Q    Thank you, Karine.  On the statement you just mentioned about the ICC issuing an arrest warrant against Mr. Netanyahu and the defense minister.

MS. JEAN-PIERRE:  Yeah.

Q    You said that you found the process troub- — has troubling errors.  What errors do you think it has?

MS. JEAN-PIERRE:  So —

Q    And second —

MS. JEAN-PIERRE:  Yeah.

Q    Sorry.

MS. JEAN-PIERRE:  No, no.  I’m sorry.

Q    You talked about the partners — you want to discuss with partners the next step —

MS. JEAN-PIERRE:  Yeah.

Q    — on the ICC decision.  Few of your closest allies — France, Italy, Netherlands, and Canada, so far — said they’re abiding by the court decision, and they can arrest Netanyahu if he steps on their soil.  So, do they have a different inter- — interpretation of international law than you?

MS. JEAN-PIERRE:  What — here — so, a couple things.  You asked me a couple things.  So, the first thing that I will say is that obviously we reject and we certainly have different opinions on that, and we’re going to let other countries speak for themselves.  We’re speaking for ourselves, and so we’re not going to be executing any arrest warrants.  That is not something that we’re going to do from here. 

And I do have some examples on when you asked me about the process and why we think it’s essentially a flawed process.  And so, in contrast to how he has treated — this is the prosecutor — how he has treated others, including Nicolás Maduro and his associates, the prosecutor failed to provide Israel with a meaningful opportunity to engage constructively and to properly consider its domestic processes.  This calls into question the credibility of the prosecutor’s investigation and — and the decision today.

But we’ve been very clear, not just today, that, you know, we do not believe that the ICC has the jurisdiction here, and so — over — over this matter.  And so, we’ve been very clear about that, and that stance has not changed. 

But I just laid out an example of why we think that — what process the ICC did not follow.

Q    And second, on the 19 Democratic U.S. senators voted to block sending offensive weapons to Israel, and Senator Bernie Sanders said basically that we cannot criticize human rights violation while the U.S. itself is violating its own laws.  So, where is your role in that?

MS. JEAN-PIERRE:  So, look, we strongly oppose this resolution, and we have made our position clear in — to interested senators.  We’ve been very clear about that. 

We’ve been also very clear about this: We are very committed to Israel’s security.  That has been ironclad.  And — and we believe that these resolutions are counterproductive as we are working to secure a ceasefire in Lebanon and ceasefire and hostage deal in Gaza. 

And so, we have strong — strong reason to believe that terrorist groups, like Hamas and Hezbollah, want to see Israel in a position of weakness, and we don’t want to see that happen. 

And so, look, we appreciate that — the concerns that the senators raised.  Obviously, we respect their position.  We just do not — we strongly oppose the resolution. 

Q    Okay.

MS. JEAN-PIERRE:  Go ahead.

Q    Thank you so much.  Following up on your comments on the change of nuclear posture by Russia.  And you said it’s another example of irresponsible rhetoric.  Is it a way to kind of dismiss what Russia said, to say there was no real reason to be concerned, these are only words?

MS. JEAN-PIERRE:  Say that one more time.  There is no —

Q    That — that there would be no re- — that there’s no real reason to be concerned, that this is just like Putin, you know?

MS. JEAN-PIERRE:  Oh, you’re talking about their —

Q    Yeah, yeah.  Their —

MS. JEAN-PIERRE:  — nuclear doctrine that —

Q    The nuclear doctrine.

MS. JEAN-PIERRE:  — they put out. 

Look, here’s what we’re saying.  We haven’t seen any indic- — indications of Russia preparing to use a nuclear weapon in Ukraine.  We just have not seen that. 

And so, this is more of the same — right? — more of the irresponsible rhetoric from Russia, which we have seen the past two years.  We’ve seen this before.

But it doesn’t stop what we have been saying, that the escalation is coming from Russia here.  They’re the ones who are escalating.  This is their war.  They’re the ones who have — you know, went into a — a sovereign territory, which is Ukraine, and started this war and pushed forward with their aggression. 

And so, this is a war that they can end.  They can end it today.  And we’ve been very clear about that. 

I know I have to wrap it up.  Go ahead.

Q    I wanted to follow up on the Trump transition team not signing the MOUs.  Have they provided any reasoning as to why they have not signed?

MS. JEAN-PIERRE:  They can speak for themselves.  I’m not going to speak for the Trump transition. 

Q    Are you concerned about the implications of the delay of the transition?

MS. JEAN-PIERRE:  I’m not going to get into — I’m not going to speculate from here.  We are — we are continuing to have our dis- — discussion with the Trump transition team.  I’m just not going to speculate. 

All right.  Go ahead.

Q    Good afternoon.  Two topics: one on immigration and one of the unions. 

Immigration.  New York Post is reporting that ICE is quietly loosening some of the restrictions on how migrants would have to follow the asylum procedure.  Basically, they wouldn’t have to do the physical check-ins with —

MS. JEAN-PIERRE:  Yeah.

Q    — you know, Customs and Border Protection.  The former head of Customs and Border Protection is calling it “obstructionist transition.”  Is there any effort by the current administration to kind of curb any of the immigration overhauls that Trump is likely to go for?

MS. JEAN-PIERRE:  I don’t have any policies — new policies to — to speak to at this time.  I just don’t have anything. 

Q    So, it’s just not happening, as far as we know?

MS. JEAN-PIERRE:  I don’t — I would refer you to DHS for any specifics on that particular question.  But if you’re asking us if we are doing any policy changes, I don’t have anything to announce. 

I — I laid out for one of your colleagues what we have been doing, especially since we moved forward with our executive actions, since — in June.  And what we have seen: Encounters have dropped more than 55 percent, and they’re lower than they were even four years ago. 

And so, that is what we’re going to continue to f- — do.  We’re going to continue to enforce our — our laws.  That’s going to be our — our focus. 

But I — I’m not going to speculate on, again, what the next administration is going to do or not do.  Anything specific about looseling — loose- — loosening of what’s happening at the border, I would have to refer you to Department of Homeland Security.

Q    And then, my second question was just on unions. 

MS. JEAN-PIERRE:  Yeah.

Q    The president has talked so much about being the most pro-union president ever.  This week, the DNC Staff Union put out a pretty scathing note saying that so many DNC staffers have gotten laid off, no severance.  They were shocked. 

I’m just curious, from an optics perspective.  The vice president left town to go to Hawaii on vacation.  Does the president think that’s appropriate when so many DNC staffers are literally wondering what they’re going to do for work next?

MS. JEAN-PIERRE:  All right.  Let’s not twist this in so many knots here.  First of all, to your first part of your question, it’s not the president who called himself the most pro-union president.  It’s other unions that have called him that, and he is proud to be called the most pro-union president ever.  That is something that he — was given to him, and he is proud to own that.

And it’s not because he’s — it’s — it’s a frivolous statement.  It is because he has shown — he has not just spoken but taken action and has had the back of union members and union workers throughout his presidency.

As it relates to the DNC, I would have to refer you to the DNC and —

Q    But does it look bad for the vice president to go to Hawaii —

MS. JEAN-PIERRE:  I — I —

Q    — while DNC staffers are just wondering —

MS. JEAN-PIERRE:  The vice —

Q    — what they’re going to do for work?

MS. JEAN-PIERRE:  The vice president has taken time off to go spend time with her family.  I don’t think there’s anything wrong with that.  I think she deserves some time to be with her family and to have some downtime.  She has worked very hard over — for the last four years, and her taking a couple of days to be with her family, good for her.  Good for her.

President Biden Announces a Presidential Emergency Board, Names Members

WASHINGTON – Today, President Joe Biden signed an Executive Order creating a Presidential Emergency Board to help resolve an ongoing dispute between New Jersey Transit and the Brotherhood of Locomotive Engineers and Trainmen (BLET). The appointment of the Board is required under the Railway Labor Act because a party to the dispute has requested an Emergency Board.

The Presidential Emergency Board will provide a structure that allows the two sides to attempt to resolve their disagreements. In the 60 days following its establishment, the Presidential Emergency Board will produce a report to the President that selects the offer that the Board finds to be the most reasonable. The Board’s report is not binding, but the party whose offer is not selected would be prohibited by law from receiving certain benefits if a work stoppage subsequently occurs.

President Biden also announced that he intends to appoint the following members to Presidential Emergency Board No. 252:

  • Ira F. Jaffe, Chair, Presidential Emergency Board No. 252
  • Sidney Moreland, Member, Presidential Emergency Board No. 252
  • Thomas Pontolillo, Member, Presidential Emergency Board No. 252

Ira F. Jaffee, Chair, Presidential Emergency Board No. 252

Ira F. Jaffe has served as a full-time arbitrator and mediator of labor and employment disputes since 1981 and has presided over more than 6,000 cases in a wide variety of industries in the private and public sectors and serves on over 80 permanent arbitration panels. Jaffe has served on six prior PEBs – PEB 236 (2001), PEB 241 (2007), and PEB 242 (2007), and served as Chair on PEB 243 (2011), PEB 244 (2013), and PEB 250 (2022). Jaffe is a member and former Vice-President of the National Academy of Arbitrators (NAA), served as the National President of the Society of Federal Labor Relations Professionals in 1990, and taught several courses as an Adjunct Professor at the George Washington University Law School. He is a Charter Fellow in the American College of Employee Benefits Counsel and has arbitrated and mediated a wide variety of employee benefits disputes. He is also a Fellow in the College of Labor and Employment Lawyers. Jaffe received a B.S. from the Cornell University School of Industrial and Labor Relations and a J.D. from the George Washington University Law School.

Sidney Moreland has been a professional arbitrator for 40 years, during which he has helped resolve hundreds of civil and labor disputes in all industrial sectors and professional sports. Moreland serves on multiple arbitration rosters and panels including the American Arbitration Association, the National Mediation Board, and the Federal Mediation Conciliation Service. He currently serves as Arbitrator for the National Football League and the Players Association, as well as for Southwest Airlines and multiple Unions serving that airline. Moreland has vast experience on transportation issues presiding over 70 Public Law Boards serving every Class 1 railroad in the United States—a form of tribunal established by the National Mediation Board for the arbitration of disputes between unions, airlines, and rail carriers. 

Thomas Pontolillo, Member, Presidential Emergency Board No. 252

Thomas Pontolillo has served as a professional arbitrator since 2022, and has been appointed to the arbitrators’ rosters of the Federal Mediation and Conciliation Service and the National Mediation Board. Prior to 2022, Pontolillo served as Assistant to the National President and Director of Research for the Brotherhood of Locomotive Engineers and Trainmen, a major railroad labor union. He began his career as a member of the Brotherhood of Locomotive Engineers and Trainmen, working as a locomotive fireman and a locomotive engineer for Penn Central railroad, Consolidated Rail Corporation, and New Jersey Transit Rail Operations.

Executive Order on Establishing a Second Emergency Board to Investigate a Dispute Between New Jersey Transit Rail Operations and Its Locomotive Engineers Represented by the Brotherhood of Locomotive Engineers and Trainmen

     A dispute exists between the New Jersey Transit Rail Operations and its Locomotive Engineers represented by the Brotherhood of Locomotive Engineers and Trainmen.

     The dispute has not heretofore been adjusted under the provisions of the Railway Labor Act, as amended, 45 U.S.C. 151-188 (RLA).

     An emergency board to investigate and report on the dispute was established on July 25, 2024, by Executive Order 14125 of July 24, 2024 (Establishing an Emergency Board to Investigate a Dispute Between New Jersey Transit Rail Operations and Its Locomotive Engineers Represented by the Brotherhood of Locomotive Engineers and Trainmen).  That emergency board terminated upon submission of its report to the President.  Subsequently, its recommendations were not accepted by the parties.

     A party empowered by the RLA has requested that the President establish a second emergency board pursuant to section 9A of the RLA (45 U.S.C. 159a).

     Section 9A(e) of the RLA provides that the President, upon such request, shall appoint a second emergency board to investigate and report on the dispute.

     NOW, THEREFORE, by the authority vested in me as President by the Constitution and the laws of the United States, including section 9A of the RLA, it is hereby ordered as follows:

     Section 1.  Establishment of a Second Emergency Board (Board).  There is established, effective 12:01 a.m. eastern standard time on November 22, 2024, a Board composed of a chair and two other members, all of whom shall be appointed by the President to investigate and report on the dispute.  No member shall be pecuniarily or otherwise interested in any organization of railroad employees or any carrier.  The Board shall perform its functions subject to the availability of funds.

     Sec. 2.  Report.  As provided by section 9A(f) of the RLA, within 30 days after the creation of the Board, the parties to the dispute shall submit to the Board final offers for settlement of the dispute.  As provided by section 9A(g) of the RLA, within 30 days after the submission of final offers for settlement of the dispute, the Board shall submit a report to the President setting forth the Board’s selection of the most reasonable offer.

     Sec. 3.  Maintaining Conditions.  As provided by section 9A(h) of the RLA, from the time the request to establish the Board is made until 60 days after the Board submits its report to the President, the parties to the controversy shall make no change in the conditions out of which the dispute arose except by agreement of the parties.

     Sec. 4.  Records Maintenance.  The records and files of the Board are records of the Office of the President and upon the Board’s termination shall be maintained in the physical custody of the National Mediation Board.

     Sec. 5.  Expiration.  The Board shall terminate upon the submission of the report to the President provided for in section 2 of this order.

Beth Harwell, Nominee to be a Member of the Board of Directors for the Tennessee Valley Authority

Beth Harwell has served as a member of the Tennessee Valley Authority Board of Directors since 2021. She represented Tennessee’s 56th District in the state’s House of Representatives for nearly 30 years, including seven years as Speaker of the House, a position to which she was elected with bipartisan support. Previously, Harwell chaired the Tennessee Republican Party and served as an Assistant Professor of Political Science at Belmont University. Harwell moved to Nashville, Tennessee to attend David Lipscomb University, and subsequently completed her graduate work at Vanderbilt University. She is married to Sam Harwell, with whom she has three children.

Brian Noland, Nominee to be a Member of the Board of Directors of the Tennessee Valley Authority

Brian Noland became the ninth president of East Tennessee State University (ETSU) in January 2012. During his tenure, ETSU has achieved its highest graduation, retention, and employee satisfaction rates in history and secured record-breaking levels of research funding. Noland has secured resources for and overseen some of the institution’s largest and most transformative capital projects, including the complete renovations of the D.P. Culp Student Center, Brown Hall, and Lamb Hall, as well as the construction of Greene Stadium, the Martin Center for the Arts, Bishop Hall, a new humanities building, and a new integrated health services center.

Sustaining ETSU’s focus on regional stewardship, Noland has partnered with civic and corporate entities to position the university as a national leader in interprofessional health care and rural health. Under his leadership, ETSU has launched several health research and care centers, including the Ballad Health Strong BRAIN Institute, a first-of-its-kind institute dedicated to promoting the awareness and study of adverse childhood experiences; the Center for Applied Research and Evaluation (CARE) in Women’s Health; the Addiction Science Center; the Center for Rural Health and Research; the ETSU/NORC Rural Health Equity Research Center; the Center for Cardiovascular Risk Research; and the Tennessee Center for Nursing Advancement. Halie Craig, Nominee to be a Member (Republican) of the United States International Trade Commission

Halie Craig currently serves as the Policy Director, Tech for the U.S. Senate Commerce Committee Republican staff, where she oversees all aspects of technology policy for Ranking Member Ted Cruz (R-TX). Prior to the U.S. Senate Commerce Committee, she held various positions on the staff of former U.S. Senator Pat Toomey (R-PA), including serving on the U.S. Senate Banking Committee and leading the senator’s trade policy portfolio during the negotiation of the United States-Mexico-Canada Agreement, various Section 232 investigations, and the imposition of Section 301 duties on imports from China. In addition to her service in the U.S. Senate, Craig spent two years at Meta, where she handled content policy for News Feed, recommendations, and behavioral abuse issues. Statement from National Security Advisor Jake Sullivan on Further Sanctioning Russia’s Use of the International Financial System

In September, President Biden announced a surge in security assistance and additional actions to help Ukraine as it continues to resist Russia’s aggression. And today, the United States is imposing significant new sanctions on over 50 financial institutions to further degrade Russia’s ability to use the international financial system to fund and prosecute its brutal war against the people of Ukraine.  These targets include Gazprombank, Russia’s largest remaining bank not sanctioned by the United States, as well as 50 other persons and entities operating in the Russian financial sector.  

In response to Russian aggression, President Biden has led international efforts alongside the G7 and many of our allies and partners to hold Russia accountable for its aggression. Today’s sanctions will further curtail Russia’s abuse of the international financial system to help finance its war against Ukraine.

The United States remains committed to putting Ukraine in the strongest possible position, and we will continue to take all available steps to do so from surging security assistance to imposing and fully enforcing sanctions and other restrictions on Russia’s war machine.

Every American deserves to be treated with dignity and respect, and to live free from discrimination. Today, we recommit ourselves to building a country where everyone is afforded that promise.

A Proclamation on National Child’s Day, 2024

This generation’s young people are some of the most gifted, educated, and talented our Nation has ever known.  They are the kite strings that keep our national ambitions aloft.  On National Child’s Day, we recommit to building a future worthy of their highest aspirations.

So many of our Nation’s children begin building their futures at our public schools — that is why I am proud that my Administration secured a historic $130 billion in funding for our Nation’s K-12 schools through my American Rescue Plan.  That law put more teachers in classrooms and more counselors, social workers, and other support staff in our schools.  It also invested in high-quality tutoring and made historic expansions in summer and afterschool programs.  My Bipartisan Infrastructure Law is expanding access to high-speed internet so students can access it regardless of their zip code.  And my Administration has worked to advance a pathway to provide free, healthy school meals for all children as a part of our national strategy to end hunger and reduce diet-related diseases in America by 2030. 

My Administration has also worked hard to give families some well-deserved breathing room so that they can care for their children without worrying about how they are going to pay the bills.  My American Rescue Plan expanded the Child Tax Credit, which helped reduce child poverty by nearly half across the Nation.  That law also made our Nation’s biggest investment in child care ever, helping hundreds of thousands of child care providers keep their doors open and continue providing care.  I signed the Inflation Reduction Act, saving millions of families $800 per year on their health insurance premiums.  My Administration also raised pay for early childhood educators across the country participating in the Head Start program.  And my Administration modernized the Thrifty Food Plan for the first time in nearly five decades so that millions more families receiving Supplemental Nutrition Assistance Program benefits can afford nutritious foods. 

Securing the health and safety of children has always been a priority for my Administration.  I signed the most significant gun safety law in nearly 30 years, working towards a future where no student or child has to live in fear of gun violence.  That law also made the largest investment in youth mental health ever to help schools across the country train and hire new mental health counselors.  At the same time, we made it easier for schools to leverage Medicaid to deliver health care.  And we are working to support LGBTQI+ children and families by protecting their access to health care and preventing harmful practices, including the use of so-called conversion therapy. 

My Administration has also been dedicated to addressing the existential threat of climate change — a critical task to secure our children’s futures.  My Inflation Reduction Act made the most significant investment in climate ever, which includes funding to get communities cleaner air and drinking water, and protect them from the harmful effects of pollution.  My Bipartisan Infrastructure Law is working to replace every lead pipe in America, so that every family can turn on the faucet and drink clean, safe water.  And my Administration has conserved more than 45 million acres of our Nation’s lands and waters in an effort to ensure they can be enjoyed for generations to come.

On National Child’s Day, we recommit to ensuring that every child in America has the opportunity to pursue the limits of their talents and ambitions, and we uplift them as the leaders and doers of the future. 

NOW, THEREFORE, I, JOSEPH R. U.S.-Brazil Partnership for Workers’ Rights

Our Administrations reaffirm the central and critical role that working people play in achieving a sustainable, democratic, equitable, and peaceful world. Everyone benefits when workers and their trade unions are empowered to fight for better conditions in the workplace, fairness in the economy, and democracy in our societies. Putting workers’ interests at the heart of our economic policies grows the middle class and builds a brighter future in line with the 2030 Agenda for Sustainable Development and the Sustainable Development Goals. 

Last year, the United States and Brazil launched the Partnership for Workers’ Rights to catalyze action at the highest levels to empower and uplift workers’ rights around the world. Today we welcome South Africa as a new partner in this endeavor.

In its first year, the Partnership for Workers’ Rights has helped keep workers safe from life-threatening heat stress, fought to combat forced labor, fostered inclusivity in the workplace, built worker power, endorsed principles for a just green transition, and promoted high-road investment that can deliver on the promise of decent work. As a result of the Partnership, workers and unions gained new training, tools, and resources to advance worker safety, shape policy development, and promote racial equality and justice.  

These successes serve as the basis for ongoing, future efforts designed to tangibly improve the lives of workers around the world. We affirm our commitment to promote equal employment opportunities and better working conditions for women as well as men. Next year we plan to strengthen our efforts to eliminate forced labor and remediate the harms it causes. We will fight for a world of work free from discrimination, harassment, and gender-based violence. And we will continue to strengthen workers’ collective voice in the clean energy transition by promoting social dialogue in clean energy investment, including through community benefit agreements, project labor agreements, sectoral bargaining, and partnerships with unions. We intend to further advance our efforts to educate and empower the next generation of union leaders to carry forward this work in the years to come. 

Labor leaders remain our steadfast partners in this effort. Their perspectives and recommendations will continue to guide our efforts under the Partnership to create durable, shared prosperity for workers, their families, and their communities. We thank Germany, Chile, and Spain for contributing to the Partnership’s work this year, and we call on other countries that share our vision to join us. Together, we will strive towards a future of decent work and labor rights for all.

Readout of President Joe Biden’s Meeting with President Luiz Inácio Lula da Silva of Brazil

President Joe Biden met today with President Luiz Inácio Lula da Silva of Brazil on the margins of the G20 Summit in Rio de Janeiro to discuss the U.S.-Brazil strategic relationship, rooted in our strong support for democracy.  President Biden congratulated President Lula on Brazil’s G20 host year and reaffirmed the United States’ support for President Lula’s efforts to address hunger and poverty and their shared commitment to ensure no one is left behind.  As part of their joint effort to promote decent work, the leaders reviewed progress under the Partnership for Workers’ Rights, including empowering workers to participate in climate policy discussions and help ensure a just energy transition.  President Biden reiterated U.S. commitment to digital inclusion, announcing U.S. development financing to support the expansion of Brazil’s fiber optic network to serve an additional 1 million homes and 4,000 schools by 2027.
 
The two leaders underscored their commitment to democratic institutions and the rule of law, both at home and abroad.  In the Americas, they agreed to continue consulting on the situation in Venezuela and called for the democratic will of the Venezuelan people to be respected and for the end of political repression.  Noting the urgent security situation in Haiti, the two leaders commended Kenya for its leadership role in addressing the security situation in Haiti.  President Biden thanked President Lula for Brazil’s commitment to support the people of Haiti and underscored the need to transition the Multinational Security Support mission to a United Nations peacekeeping operation.  
 
As Brazil assumes the Presidency of COP30, both leaders underscored the need for urgent action to address the climate crisis. 
 
Thanking President Lula for the historic invitation to be the first sitting president to visit the Amazon, President Biden highlighted U.S. support for Brazil’s Amazon Fund and pledged U.S. support to stand up the Tropical Forests Forever Facility.  
 
Building on their commitment to addressing the climate crisis and seizing the opportunity to promote decent work in essential industries, the two leaders announced a new Brazil-U.S. Partnership for the Energy Transition.  The Partnership will accelerate clean energy deployment, expand energy and mineral supply chain development, and decarbonize the manufacturing and industrial sectors.  President Biden expressed his confidence in the durability of this partnership, which builds on longstanding bilateral cooperation, such as the U.S.-Brazil Energy Forum and the Strategic Minerals Dialogue.

FACT SHEET: Continuing a Legacy of Leadership at the G20

From day one of his Administration, President Biden pledged to restore U.S. leadership and strengthen our partnerships to make America more secure and prosperous. Taking office amid a devastating pandemic that had upended the global economy, President Biden recognized that we needed to work with partners to tackle big cross-border challenges.  

President Biden’s leadership at the G20 has demonstrated the dividends that U.S. engagement yields for America and the world.  Through the G20, the Biden-Harris Administration has delivered a landmark agreement to stop the race to the bottom in corporate taxation; launched a new fund to address pandemic threats; and helped unlock hundreds of billions of dollars of resources at the international financial institutions to advance development progress and tackle global challenges.

At the Rio Summit, President Biden continued this legacy of leadership by rallying his fellow leaders to unlock space for developing countries to invest in their futures, accelerate the global clean energy transition, tackle global health threats, and champion an inclusive digital transformation.  He also built on the United States’ longstanding leadership on food security by joining the Global Alliance Against Hunger and Poverty.

President Biden continued his push for peace and stability around the world.  He condemned Russia’s brutal invasion of Ukraine – which has exacerbated the crises facing developing countries – and affirmed the United States’ strong support for Ukraine’s sovereignty and territorial integrity and called on his fellow leaders to do the same.  President Biden also affirmed Israel’s right to defend itself while emphasizing that how it defends itself – even as Hamas cruelly hides among civilians – matters.  He highlighted U.S. humanitarian aid to Gaza and made clear that the United States is pushing for a ceasefire deal that ensures Israel’s security, brings the hostages home, and ends the suffering of Palestinians in Gaza.  President Biden asked his fellow leaders to increase pressure on Hamas to stop refusing this deal.

Driving sustainable growth and development in developing countries

President Biden has built his economic agenda around the United States investing at home and unlocking additional resources to support investments in developing countries around the world.  

Championing concessional finance from the World Bank for the poorest countries.  President Biden announced the U.S. intent for a substantial increase in the U.S. contribution to the International Development Association (IDA), the arm of the World Bank that supports the poorest and most vulnerable countries.  The Biden Administration intends to pledge $4 billion over three years to the ongoing IDA replenishment, subject to Congressional approval.  A better and bigger IDA is critical to unlocking space for developing countries to invest in their futures.  President Biden has heard loud and clear the calls from developing countries for more concessional financing and a strong IDA replenishment in December.  This pledge will sustain U.S. leadership as the largest historical donor to IDA and joins other countries that are stepping up to support IDA recipients with critical, sustainable investments in their development.  At the Rio Summit, President Biden called on existing donors to follow the U.S. example by increasing support and on new donors to start contributing.  

Equipping the multilateral development banks (MDBs) to address global challenges.  The Biden-Harris Administration has spearheaded a broad coalition to equip the MDBs to better address global challenges like climate change, pandemics, and fragility and conflict.  Over the last two years, this leadership has led to enormous strides in reforming the MDBs’ visions, incentives, and operations to make them more efficient and responsive to countries’ development needs.  Reforms already identified could boost lending capacity by up to nearly $360 billion over the next decade, giving the MDBs the resources they need to tackle global challenges with greater speed and scale.  At the Rio Summit, President Biden reiterated his request for Congress to approve funding to boost World Bank lending capacity by $36 billion, recognized the G20 members that have made their own contributions to this U.S.-led effort, and called on fellow leaders to match this with their own contributions.   

Unlocking space for developing countries to invest in sustainable growth and development.  High debt service burdens are preventing developing countries from making critical investments in their futures – many low-income countries spend more servicing their debt than on health, education, and social programs combined.  Building on the Nairobi-Washington Vision that he launched with President Ruto of Kenya in May 2024, President Biden called on the G20 to provide a pathway for sustainable growth for these countries that would bring together the international community to provide stepped-up support for countries facing constraints from debt servicing burdens, but whose debts are sustainable.  Under this plan, the IMF and MDBs would deliver enhanced support packages that incorporate ambitious reform and investment agendas; bilateral creditors would provide net positive financial flows to end free-riding; and MDBs and G20 countries would deploy their tools to unlock private financing.  As part of this plan, the U.S. government is employing its multilateral and bilateral tools to step up financing for vulnerable countries.  This includes finalizing the U.S. contribution of $21 billion to the IMF’s Poverty Reduction and Growth Trust.

Calling for faster debt relief for countries with unsustainable burdens.  President Biden pushed for making the debt restructuring process faster and more predictable to reduce the hardship on the people of indebted countries.  President Biden called on G20 countries to swiftly provide debt relief to countries who need it and advocated for accelerating the restructuring process, including by improving the G20 Common Framework.  

Furthering the global clean energy transition

After a historic visit to the Amazon that highlighted his legacy of spearheading the most significant domestic climate and conservation action in history and leading global efforts to tackle the climate crisis through a historic pledge to increase U.S. international climate finance to over $11 billion a year by 2024, President Biden rallied G20 leaders in Rio to raise their climate ambition and develop innovative solutions to support the clean energy transition.

Launching the Brazil-U.S. Partnership for the Energy Transition.  Presidents Biden and Lula announced a new partnership to elevate ongoing bilateral efforts in clean energy production, clean energy supply chain development, and green industrialization.  This partnership builds on longstanding efforts under the U.S.-Brazil Energy Forum and the Strategic Minerals Dialogue. This partnership will also help mobilize private sector investment in the energy transition through engagement under the Clean Energy Industry Dialogue and the recently signed cooperation framework agreement between the U.S. International Development Finance Corporation (DFC) and BNDES, the Brazilian Development Bank. 

Globalizing the U.S. clean energy industrial strategy.  The United States has demonstrated that investing in the energy transition is a once-in-a-generation opportunity to unlock clean growth, good jobs, high-standard investment, and energy security.  This vision is reflected in a number of bilateral clean energy industrial partnerships President Biden has established, including the new Brazil-U.S. Partnership for the Energy Transition, Roadmap For U.S.-India Initiative to Build Safe and Secure Global Clean Energy Supply Chains, and U.S.-Kenya Climate and Clean Energy Industrial Partnership.  These efforts are further cemented in the multilateral Clean Energy Finance Mission Statement released on the margins of the G20 under the leadership of the United Kingdom and Brazil to mobilize finance in emerging markets and developing economies (EMDEs) for green industrialization and building resilient and diverse clean energy supply chains. 

U.S. leadership in financing the global clean energy transition.  Alongside the Clean Energy Finance Mission Statement, the United States announced a major $325 million contribution to the Clean Technology Fund, a highly concessional fund designed to support the scaling and diversification of clean energy supply chains in eligible EMDEs.  The United States has also separately extended $2 billion in shareholder guarantees through the World Bank to catalyze India’s and Indonesia’s investments in the clean energy economy.

Reforming the multilateral climate funds.  After leading the effort to equip the MDBs to better address global challenges like climate change, the United States is working with others to reform the vertical climate and environmental funds as the next frontier in the evolution of the international financial architecture.  Building on an independent review of the funds launched by the G20 this year, G20 leaders encouraged the funds to work together to unlock their full potential and improve access, including through enhanced cooperation with the MDBs.  This call to action can pave the way for the funds to deliver finance at the speed and scale the climate crisis demands.

Strengthening the global health architecture

When he came into office, President Biden prioritized ending the COVID-19 pandemic and preparing for future pandemics.  At the Rio Summit, President Biden built on this legacy to continue tackling the threat of pandemics and delivering for global health.

Delivering for the Pandemic Fund.  President Biden led the G20 to establish the Pandemic Fund in 2022 to help developing countries build capacity to prepare, prevent, and respond to the next pandemic.  In its first two years, the Pandemic Fund has awarded $885 million in grants across 75 countries, including nearly $129 million for countries affected by the mpox public health emergency, and mobilized an additional $6 billion in co-financing and co-investment for project implementation, delivering support that is making America – and the world – safer from the next pandemic threat.  The United States is championing an ambitious $2 billion replenishment of the Pandemic Fund and leading the way by pledging up to $667 million by 2026, subject to Congressional approval.  At the Rio Summit, the United States led a G20 call for new and increased contributions to reach the funding goal.

Responding to the threat of mpox.  The United States galvanized the G20 to commit political and financial support to the mpox response and support the World Health Organization (WHO) and the World Bank in creating a global mpox response financing tracker to identify and address gaps.  The financing tracker, which will be launched soon, shows that countries have stepped up quickly, providing 90 percent of the resources needed to respond, including more than $540 million from the United States.  The United States has also pledged to provide more than one million mpox vaccine doses to the response.  Nearly 400,000 doses have already been allocated through WHO and Africa CDC’s Access and Allocation mechanism; the remaining doses will be allocated as guided by country requirements.  

Restoring immunization services to better than pre-pandemic levels.  In June, the United States pledged at least $1.58 billion over the next five years to Gavi, the Vaccine Alliance, the first-ever five-year pledge and the largest-ever U.S. pledge.  In Rio, President Biden called on other countries to come forward with their own ambitious pledges in support of Gavi’s goal of vaccinating an additional 500 million children and saving at least 8 million lives.  In September 2024, DFC expanded its donor liquidity partnership with Gavi, building on support put in place during COVID-19.  The $1 billion Rapid Financing Facility will allow Gavi to access funds from donors making new pledges for pandemic response or routine immunization much faster. 

Ending HIV/AIDS, tuberculosis, and malaria as public health threats by 2030.  The Biden-Harris Administration has invested more than $26 billion in the HIV/AIDS response.  Through the President’s Emergency Plan for AIDS Relief (PEPFAR), the Administration has supported more than 20 million people on lifesaving treatment and reached millions more with effective HIV prevention programs.  In 2022, President Biden led the largest ever replenishment for the Global Fund to Fight AIDS, Tuberculosis, and Malaria (Global Fund), raising more than $15.7 billion in donor pledges, including a U.S. pledge of $6 billion over three years.  President Biden also sustained robust bilateral funding for the President’s Malaria Initiative, which provided more than $3 billion for malaria to support 30 countries who together account for around 90 percent of all malaria cases and deaths globally. 

Addressing the environmental determinants of health.  President Biden led G20 members to emphasize the importance of addressing One Health (human-animal-plant-environment) challenges such as antimicrobial resistance (AMR) and climate change.  On AMR, the Administration has invested $1 billion to prevent infections and detect and respond to AMR and has finalized policies aimed at preventing the rise of AMR due to crop pesticide use.  On climate and health, the Administration has included health as one of four key sectors for its PREPARE action plan. The over $3 billion invested through PREPARE supports resilient health systems while also supporting key life support systems such as food, water, and infrastructure.  At home, the Administration has launched a first-of-its kind National Heat Strategy and secured the commitment of more than 960 health care companies to address their emissions and climate resilience.  

Leading the fight against poverty and hunger

President Biden built on the United States’ longstanding leadership on global food security.

Accelerating progress on global food security.  In the face of a protracted global food security crisis, the Biden-Harris Administration has led the fight against global hunger.  Since 2021, the United States has committed more than $20 billion in funding in more than 47 countries to support emergency interventions and build more resilient and sustainable food systems to mitigate against future global food shocks.  In 2022, the Biden-Harris Administration rallied more than 100 countries to endorse the UN Roadmap for Global Food Security, affirming the importance of tackling global food insecurity as an economic and national security imperative.

Launching G20 action on hunger and poverty.  At the Rio Summit, President Biden joined G20 leaders to launch the Global Alliance Against Hunger and Poverty to provide sustained political momentum and facilitate better alignment of financial resources and knowledge-sharing in support of efforts with a proven track record of impact in accelerating the eradication of poverty.  As a member of the Alliance, the United States highlighted existing U.S.-led efforts to reduce malnutrition, increase women’s access to land tenure, and promote private sector investments in improved seed varieties globally.  President Biden also highlighted a number of domestic efforts to lift millions of people in the United States out of poverty through the Social Security program, nutrition assistance, refundable tax credits, and benefits for disabled Americans.

Combatting corruption to drive sustainable and equitable development.  Recognizing that corruption and weak governance impede the Sustainable Development Goals, the United States is working with partners to press for stronger action to prevent and counter corruption, including better enforcement by all G20 countries of foreign bribery laws and ensuring transparent, inclusive, and accountable public institutions.

Empowering workers

In September 2023, Presidents Biden and Lula launched the Partnership for Workers’ Rights, the first joint U.S.-Brazil initiative to advance the rights of working people around the world.  The Partnership has tangibly improved the lives of workers through new initiatives and over $20 million of programming supported by the United States that: 

Facilitated collaboration to prevent heat-related illnesses and promoted the use of mobile apps and other tools to help workers know when they are at risk of heat-related illnesses.   

Advanced collaborative efforts with businesses, governments, and unions to tackle the root causes of forced labor and promote forced labor remediation, including in the cattle, coffee, gold mining, charcoal production, and other industries and supply chains. 

Supported efforts to strengthen worker engagement in climate policy and promoted unionization and collective bargaining in the manufacturing and agriculture sectors.  

Supporting an inclusive and equitable digital future for all

Recognizing the potential of the digital transformation to empower people globally, President Biden advocated for an inclusive and equitable digital future for all in Rio.  

Leveraging artificial intelligence (AI) for sustainable development and worker empowerment.  President Biden joined other G20 Leaders in advocating to leverage the potential of AI to help solve global challenges, enable worker well-being, and ensure AI technologies are developed and used responsibly.  The United States has demonstrated its commitment to achieving this goal by delivering on President Biden’s Executive Order on AI, particularly the AI in Global Development Playbook and the Global AI Research Agenda

Making progress on universal and meaningful connectivity.  President Biden proudly joined other G20 leaders in recognizing universal and meaningful connectivity as key to achieving digital inclusion.  To help achieve this, DFC has approved a combined $630 million in financing for the Brazilian digital infrastructure company V.tal Rede Neutra De Telecomunicacoes S.A. (V.tal) to support the expansion of its fiber optic network across Brazil.  DFC’s financing will enable more than 1 million homes and 4,000 schools to be connected to the Internet by 2027.

Investing through the Women in the Digital Economy Initiative.  G20 leaders reaffirmed the historic commitment from the 2023 G20 Leaders’ Summit to halve the digital gender gap by 2030.  In furtherance of this commitment, the United States announced the first round of global funding awards through the Women in the Digital Economy Initiative’s aligned fund.  Ten organizations, spanning eight countries across East Africa, West Africa, South Asia, and Latin America, have been selected for their innovative solutions and impact in tackling the gender digital divide.  These organizations will address barriers to equitable digital inclusion, such as access to affordable devices and online experiences; availability of relevant products and tools; digital literacy and skills; safety and security; and data and insights.

FACT SHEET: New Brazil-U.S. Partnership for the Energy Transition

Establishing a Climate-Forward Clean Energy Industrial Partnership

Brazil and the United States share the goal of creating more competitive, clean, fair, and resilient economies by promoting the clean energy transition in a way that fosters  economic growth and the generation of high-quality jobs, while reducing emissions and keeping our 1.5°C goals within reach, consistent with the Paris Agreement. Along with other domestic priorities, these objectives align with the following public policy agendas in both countries:

  • Brazil has recently launched its policy of development called Nova Indústria that seeks to strengthen Brazil’s industrial capacity and supply chains, including in bioeconomy decarbonization and energy security. Brazil also has, among other policies, the Ecological Transformation Program, the Fuels of the Future Program, the National Plan for Energy Transitions (PLANTE), and the National Hydrogen Program (PNH2).
  • The United States is implementing ambitious pieces of legislation, including the Bipartisan Infrastructure Law and the Inflation Reduction Act, which contain significant incentives to diversify clean energy supply chains and accelerate the growth of both clean power generation and clean energy technology manufacturing, including clean hydrogen and sustainable aviation fuel.

Brazil and the United States have immense potential to lead the global energy transition on some of its most promising fronts. This new partnership presents a strategic opportunity to strengthen bilateral cooperation on clean industrial development, leveraging complementarities across both our public and private sectors. The two sides announce their intent, in particular, to focus coordination across three pillars:

  1. Clean energy production and deployment: accelerate and expand clean energy production and deployment, particularly to harness Brazil and the United States’ vast clean and renewable resources, including wind, solar, hydropower, and potentially, other biocapacity resources. This would accelerate efforts to decarbonize the power, transportation, and industrial sectors.
  1. Clean energy technology supply chain development: increase cooperation on innovation, workforce training, and project development for clean technologies, including efforts to manufacture solar and wind components, long-duration storage batteries, and zero and low-emission vehicles and components; produce clean hydrogen; increase production, processing, and recycling of critical minerals; and scale carbon management technologies.
  1. Green industrialization: advance efforts to decarbonize manufacturing and industrial sectors writ large to attract investments from global companies, and drive closer coordination across Brazilian and U.S. private sector partners to achieve net-zero emissions in their supply chains, as well as position our companies to effectively compete in a world where global trade will increasingly account for embedded emissions. 

Brazil and the United States, through a leader-level partnership around these three priorities, intend to align incentives and mobilize public, private, and multilateral development bank (MDB) financing to generate a myriad of shared benefits, such as creating local clean energy jobs that empower communities and workers; integrating and expanding clean energy supply chains; advancing clean energy technological development; and stimulating new investments, including in the areas of climate resilience and combatting deforestation. The partnership intends to serve as a framework to elevate and coordinate the strong existing collaboration between Brazilian and U.S. institutions, including the U.S.-Brazil Energy Forum, the Fazenda-Treasury Climate Partnership, the U.S.-Brazil Climate and Clean Technology Plan, the U.S.-Brazil CEO Forum, the U.S.-Brazil Clean Energy Industry Dialogue, the U.S.-Brazil Climate Change Working Group, and the U.S.-Brazil Strategic Minerals Dialogue.

Through this partnership, announced by Presidents Lula and Biden, Brazil and the United States intend to mobilize all relevant government agencies in our countries to shape and accelerate just and inclusive energy transitions and provide the needed signals for public and private sector stakeholders to fully participate in this effort.

Remarks by President Biden During the First Session of the G20 Summit | Rio de Janeiro, Brazil

THE PRESIDENT:  (In progress) everyone around this table.  It’s going to take all of us — time.  It’s going to take all of us and the ability to step up to take on responsibility.

First — it seems to me there’s certain key steps.  First, we have to invest at large scale to help countries meet Sustainable Development Goals and tackle gloma- — global challenges.  We’ve made good progress boosting the firepower of multilateral development banks so they have more resources to address the challenges like pandemics and climate change.

Now we need to make sure the World Bank can continue its work in the most vulnerable countries.  I’m proud to announce the United States is pledging $4 billion over the next three years to the World Bank’s International Development Association.  As my friend Ajay tells you, the IDA is a first responder to the world’s poorest countries.  I encourage everyone around this table to increase their pledges in December.

In addition, we have to mobilize private capital at scale.  I’m proud of my country’s work in this fund, including mobilizing $60 billion through the Partnership for Global Infrastructure and Investment.  That partnership will be a game changer for food security, especially in the Lobito Corridor in Africa.

Second, debt relief.  Too many nations are fo- — forced to choose between investing in the future and paying off their debt.  That’s why, earlier this year, I came together with Kenya to announce the Nairobi-Washington Vision. 

It boils down to a simple proposition.  For countries that are willing to make bold reforms and smart investments, we should do three things: mobilize more resources from the multilateral developments banks; two, unlock low-cost private-sector financing; and three, commit the following money into the- — to flowing money into these countries rather than taking it out during their need — their moments of need.  And I want to note: All creditors must play a role, in my view.  

Finally, we all have to work to end the conflicts and crises that are eroding progress in food security around the world. 

Ukraine.  The United States strongly supports Ukraine’s sovereignty and territorial integrity.  Everyone around this table, in my view, should as well. 

And, by the way, Russia’s brutal invasion of Ukraine led to the highest-record food crisis in all of history. 

On Gaza.  As I’ve said before, Israel has the right to defend itself after the worst massacre of Jews since the Holocaust, but how it defends itself — even as Hamas cruelly hides among civilians — matters a great deal. 

The United States has led the world in humanitarian aid to Gaza, and we’re going to keep pushing to accelerate a ceasefire deal that ensures Israel’s security but brings hostages home and ends the suffering of the Palestinian people and children.

I ask everyone here to increase their pressure on Hamas that is currently refusing this deal.

And on Sudan.  We’re seeing one of the world’s most humani- — serious humanitarian crisis: 8 million people on the brink of famine.  This deserves our collective outrage and our collective attention.  External actors must stop arming generals and speak with one voice to tell them, “Stop tearing your country apart.  Stop blocking aid to the Sudanese people.  Stop the violence.”

Let me close with this.  As you know, this is my last G20 Summit.  We’ve made progress together, but I urge you to keep going — and I’m sure you will, regardless of my urging or not. 

This group is — within — has within its power to usher in a new era of sustainable development, to go from billions to trillions in assistance to those who — most in need.

This all may sound lofty, but this group can lay the foundation to make that achievable.
